    The Central Highlands (Qld) Housing Company Limited (CHQHC), a not-for-profit organisation, was established in 2012 to provide a local response to affordable housing needs in our region.

    The Company’s activities are strategically focused and seek to promote better access to affordable housing in the Central Highlands.

    Whilst the Central Highlands Regional Council play a role in the governance of the Housing Company by board membership, the company is financially independent from Council.

  • What is Affordable Housing?

    The term “Affordable Housing” is often misunderstood and is not the same as social housing. Public Housing is owned and managed by the State Government while community housing is delivered by community organisations and local governments and funded by the Queensland Government.

    Affordable housing is providing secure and appropriate housing for low to moderate households and managed more like a private rental property and offered to tenants who meet specific eligibility criteria.

    The Central Highlands (Qld) Housing Company Ltd recognises that adequate and appropriate affordable housing for all is fundamental to vital, liveable and successful communities.

    Mayor Councillor Kerry Hayes – Chair

    Cr Kerry Hayes has had over 15 years local government experience as a Councillor and Mayor of Central Highlands Regional Council since April 2016. Cr Hayes currently holds positions on the Central Highlands Development Corporation Board, Central Queensland Regional Organisation of Councils, Bowen Basin Regional Roads Transport and Technical Group and Body Corporate Committee for Aurora Close.
    Councillor Paul Bell AM - Director

    Cr Paul Bell AM has over 29 years local government experience as a Councillor and former Mayor of the Central Highlands Regional Council. He holds positions on the board of Local Government Super, Deputy Chair of QR National and Director of Ergon Energy and past positions held were President of Local Government Association of Queensland and Australian Local Government Association.
    Councillor Gail Nixon - Director

    Cr Gail Nixon has over 20 years local government experience as a Councillor and former Mayor for 12 of those years. She holds positions on a variety of boards and committees such as the CHRC Local Disaster Management Group, Regional Arts Development Fund, CQ Accommodation Advisory Association, Central Highlands Development Corporation.
    Councillor Megan Daniels - Director

    First-term councillor and long-term local, Cr Daniels brings to council a variety of skills and experience along with a deep personal connection to our region. With a Bachelor of Business – Agribusiness under her belt, Cr Daniels has accumulated a professional profile in the not-for-profit, banking and agribusiness sectors spending time working throughout Queensland and parts of the United Kingdom and East Africa. Cr Daniels is an active member of her local community and is a Director of Access Accommodation, the Emerald Neighbourhood Centre and Central Highlands Development Corporation, and a member of AgForce Queensland.
    Scott Mason - Company Secretary/Director

    Scott is the Chief Executive Officer of the Central Highlands Regional Council and has over 22 years local government experience. Scott has a Bachelor of Economics, Graduate of Australian Applied Management and a Justice of the Peace. Scott currently holds positions on the Central Highlands Development Corporation, Queensland Water Directorate’s Technical Reference Group and Queensland Great Artesian Basin Advisory Committee, Outback Queensland Tourism Association Proxy Delegate, Body Corporate for Aurora Close, Central Queensland University Central Highlands Region Engagement Committee, Bowen Basin Regional Roads and Transport Group and Central Queensland Regional Organisation of Councils
    Neil Peacey – Director

    Neil is a Partner and Senior Solicitor who has been practicing for over 38 years with John Crossan and Company. He is experienced in most areas of the law bringing a wealth of knowledge and expertise to our Housing Company.
    Patrick Lyons - Director

    Pat is a certified practicing valuer with over 25 years’ experience in valuation, specialising in the rural sector. Pat has been with Taylor Byrne since 2004 and is the Manager of the Emerald Office. Pat previously worked for the Department of Lands and Department of Natural Resources and Mine holding the position of District Manager. Pat currently holds positions on the Central Highlands Health Limited, Director Taylor Byrne Holdings, Director Lane Infrastructure, and on the committee of the Body Corporate for Aurora Close.

    Michelle Webster - Executive Officer

    Michelle Webster is the General Manager Commercial Services with the Central Highlands Regional Council with 21 years’ experience in Queensland local government with five years at an executive level. She is the senior executive responsible for the strategic and operational business planning of the Emerald Saleyards, airports, including Emerald Airport, quarries and land development. Michelle’s qualifications in accounting, management, business and planning make her a great asset to the organisation. She is the holder of a Bachelor of Commerce degree, a graduate and member of the Australian Institute of Company Directors, a board member of the Australian Livestock Markets Association and an Associate Member of CPA Australia.


    Fran Rofe

    Fran is a Governance Officer with the Central Highlands Regional Council. Fran provides professional support and assistance to the Executive Officer, carrying out duties related to the corporate administration of the Housing Company.
