Council maintains a Vulnerable Persons Register (VPR) to better support people who may require special assistance during a disaster or emergency event.
Activation of the VPR may occur during fires, floods, storms, heatwaves, earthquakes, explosions, terrorist acts, accidents or epidemics and generally, during any event that
Vulnerability in this context can be defined as the diminished capacity of an individual in the event of a natural or man-made disaster. Diminished capacity includes a person’s physical, social, emotional and financial well-being.
An agency may have clients or a person may know of other people who would like to register. Please note that individuals register independently to be placed on the VPR.
Vulnerable people under the care of an agency are listed in the servicing agency’s VPR. However, these people may also choose to register on as an individual on council’s VPR.
During a disaster or emergency event, council will contact people on its VPR, as well as agency representatives. Council will liaise with the agencies over their VPR’s and assist them in supporting their VPR members.
